All proposals that have fulfilled the eligibility criteria are evaluated by a peer review system carried out by panels of independent experts. The Experts Database of TÜBİTAK and European Commission Expert Database will be used for the selection of assessment committees. Call Secretariat will nominate the experts based on the match between research field and key words of the submitted proposals and the expertise and key words of the experts.
Based on the applicants' selected scientific fields, proposals and experts are allocated into two core panels: Standard and Social & Environmental (S&E). Proposals are assigned to one of two core panels based on the applicant’s chosen scientific area. Each proposal is reviewed by at least three experts who provide scores and comments for each criterion in an Individual Assessment Report (IAR). Evaluators must complete their assessments within three weeks and flag any proposals that are out of scope or raise security concerns. Following the individual evaluations, all three experts will meet in a consensus group to agree on final scores and comments.
