The implementation of the CoCirculation3 fellowship program is structured to ensure transparency, accountability, and effective use of resources throughout the research period. Fellows are expected to initiate their projects within five months of the award notification and sign a fixed-term employment contract with their host institution. TÜBİTAK oversees fund transfers, including living, family, and travel allowances, as well as budgets for research, training, networking, and entrepreneurship. All expenditures must align with the grant agreement and national legislation, with regular financial and scientific reporting required.
Fellows must submit progress and final reports, which are subject to expert evaluation. Ethical compliance, open access publishing, and acknowledgement of funding support are mandatory. The program also allows secondments and supports teaching or public engagement activities under specific limits. TÜBİTAK retains the right to monitor, suspend, or terminate projects based on performance, compliance, or unforeseen circumstances. Intellectual Property Rights (IPR) and ethical standards are upheld in line with both national regulations and Horizon Europe principles.
